The human tragedy in Rwanda came upon most people unawares. Huge numbers of people suddenly became refugees after hundreds of thousands of Rwandans had died in genocidal violence. In the desperate conditions which ensued, governments and voluntary bodies tried to cope with a totally new and potentially overwhelming situation.
