The efficient and complete exchange of data in nuclear emergency situations is essential to the accident management process, particularly in the pre-release and short-term, post-release phases. Experience from the NEA's first International Nuclear Emergency Exercise (INEX 1), and planning for INEX 2, have indicated that perhaps the use of "old" fax and telex technologies will not be sufficient to
