Extensive reform of the electricity industry is underway worldwide. New, more competitive and often more complicated structures are emerging. The pace of change is so rapid that it can be difficult to keep up with developments, much less to assess their consequences - yet their implications for electricity, the fastest growing source of energy in the OECD, are profound.
