The concept of a 'learning city' or 'learning region' is relatively new but at the core of a rapidly growing number of regional development strategies across many countries. The OECD has launched a project on learning cities and regions to understand how such strategies can enhance competitiveness and how geographical environments can be geared up for learning and the application of knowledge.
