While government programmes supporting science and technology pervade the innovation process, they are only one part of it. Governments are increasingly constrained to examine the economic impacts of all the programmes they finance, but assessment methodologies pose problems. This publication examines these methodological problems and analyses the results of existing evaluation studies.
