Man-made and natural amenities - rural landscapes or natural and historical sites - are increasingly in demand. As the value of many amenities is not fully reflected in market prices, policies play an important role in assuring that public demand for them is met. But policies must go beyond their traditional concern for preserving natural resources and reducing pollution in the countryside.
