Sweden embarked on a comprehensive effort to reform its agricultural policies at the beginning of the 1990s. Escalating costs and distortions associated with high support and protection for agriculture had come under scrutiny as Sweden moved to tackle its general structural economic problems and as the Uruguay Round negotiations on agriculture gathered pace.
