Most studies of adjustment programmes fail to acknowledge that they are adopted in a political environment, by politicians, and that they have important political consequences. This failure represents a serious analytical error which distorts theoretical conclusions, biases empirical results and, as a consequence, can lead to politico-economic decisions resulting in breakdown or crisis.
