While taxation can be used to achieve goals similar to those of direct, public expenditure, accounting for the costs and benefits of tax measures is often less rigorous. Many governments produce tax expenditures accounts which show the revenues foregone as a result of tax privileges. This publication reviews tax expenditures reporting in 14 OECD countries.
