Du 11 au 13 mars 2002, le thème de la lutte contre l'impunité des crimes les plus graves a réuni à Bruxelles 200 spécialistes issus des 5 continents.

Les actes de ce colloque organisé par la Coalition pour la Cour pénale internationale et soutenu par le Ministère belge des Affaires étrangères sont ici présentés en 4 langues reflétant au moins en partie le caractère universel de la problématique abordée.

Les travaux du colloque sont suivis des Principes de Bruxelles, rédigés par le Groupe de Bruxelles pour la justice internationale. Constatant qu'impunité et démocratie sont incompatibles, les membres de ce groupe formé sur la lancée du colloque ont ainsi voulu apporter leur contribution au développement de la justice internationale et de la lutte contre l'impunité.

Van 11 tot 13 maart 2002 bracht het thema van de strijd tegen de straffeloosheid voor de zwaarste misdaden te Brussel 200 experts uit vijf werelddelen bij elkaar.

Dit boek bevat de handelingen van dit colloquium dat georganiseerd werd door de Coalitie voor het Internationaal Strafgerechtshof en ondersteund werd door het Belgisch Ministerie van Buitenlandse Zaken. De vier talen die hierbij gebruikt worden, weerspiegelen minstens ten dele de universaliteit van de besproken problematiek.

Naast de handelingen van het colloquium bevat dit boek de Beginselen van Brussel, geredigeerd door de Groep van Brussel voor internationale gerechtigheid. Van oordeel dat straffeloosheid en democratie onverenigbaar met elkaar zijn, wilden de leden van deze groep, die in het kielzog van het colloquium ontstond, hun bijdrage leveren tot de ontwikkeling van de internationale gerechtigheid en tot de strijd tegen straffeloosheid.

Del 11 al 13 de marzo 2002, el tema de la lucha contra la impunidad de los crímenes más graves ha reunido en Bruselas a 200 especialistas, llegados de los cinco continentes. Las actas de este coloquio, organizado por la Coalición para la Corte Penal Internacional y sostenido por el Ministerio belga de Asuntos extranjeros, se presentan aquí en cuatro lenguas. Al menos en parte, quieren reflejar el carácter universal del problema abordado. Los trabajos del coloquio se han continuado con los Principios de Bruselas, redactados por el Grupo de Bruselas por una justicia internacional. Habiendo constatado que impunidad y democrácia son incompatibles, los miembros de este grupo, formado a raíz del coloquio han querido aportar su contribución al desarrollo de la justicia internacional y de la lucha contra la impunidad.

Under the theme `the fight against impunity for the gravest crimes' 200 specialists from the five continents gathered in Brussels between 11th and 13th March 2002.

The decisions taken during this symposium which was organised by the coalition for the ICC and supported by the Belgian Ministry of Foreign Affairs are presented here-with in 4 languages, reflecting at least in part the global nature of the problem tackled.

The proceedings of this symposium are followed by the "Brussels principles against impunity and for international justice", written up by the Brussels Group for international justice. Establishing that impunity and democracy are incompatible, the members of this group, which was formed following the symposium wanted to bring their contribution to the development of international justice and the fight against impunity.
