The Energy Charter Treaty, signed at Lisbon on December 17,1994, by representatives of forty-one countries and the European Communities after several years of negotiations, is an unprecedented agreement establishing a legal framework for investment and trade in energy among OECD countries, republics of the former Soviet Union, and countries of Eastern Europe.
