Unemployment is probably the most widely feared phenomenon of our times. It touches all parts of society. There are 35 million unemployed people in OECD countries. Perhaps another 15 million have either given up looking for work or have unwillingly accepted a part-time job. As many as a third of young workers in some OECD countries have no job.
