Recent years have witnessed a fundamental change in the way governments approach energy-related environmental issues.In recognition of this change and in preparation to the Fourth Conference of the Parties (COP-4) meeting under the U.N. Climate Convention in Buenos-Aires (November, 1998), the IEA has prepared the second edition of its published statistics on CO2 emissions from fuel combustion.
