Der Europarat mit seinen 44 Mitgliedstaaten erfasst heute fast den gesamten europäischen Kontinent. Er verfolgt das Ziel, gemeinsame demokratische und juristische Prinzipen auf der Grundlage der europäischen Menschenrechtskonvention und anderer grundlegender Texte über den Schutz der Rechte des Individuums zu enlwickeln. Mit seiner Gründung im Jahre 1949, nicht lange nachidem Ende des zweiten Weltkrieges, ist der Europarat zu einem Symbol für die Aussöhnung zwischen den Völkern geworden.
