In developing countries, the state must catalyze the economy by forging a policy framework that allows individual policy decisions to be liberated from the narrow limits of departmental or sectoral responsibility. Without this particularly comprehensive perspective, these economies will lack sufficient dynamism for sustained growth, international competitivenes and improved standards of living.
