Across OECD countries, millions of unemployed have been out of work for more than a year. And others are at risk of becoming so. One possible way to combat the drift into long-term unemployment is to offer more assistance to job losers before they reach the stage of long-term unemployment. But it would be very costly to offer in-depth help to all of the job losers.
