OECD economies are undergoing deep structural change. Traditional public management structures and administrative responses are increasingly seen as ineffectual. This has brought government capacities under challenge. As a result, major reforms are now under way. This report analyses the nature of these reforms, their rationale and design as well as issues of implementation and evaluation.
