During 1994 and 1995 growth in the steelmaking capacity of non-OECD countries seems to have reached a new plateau. Emphasis was placed on restructuring, modernisation and privatisation in the steel sector of the central and eastern European countries, as well as in some of the New Independent States, causing a drop in steelmaking capacity.
