Finland is one of the most rural countries in OECD and since 1992, its rural policy constitutes a veritable development strategy. This publication, the first OECD national policy review of its kind, focuses on the successful approaches for improving the economic performance of rural areas, and notes weaknesses and implementation problems as well.
