Pressure for greater flexibility in industrial relations and labour utilisation is rising in all OECD countries. The current debate surrounds labour/management co-operation and negotiation concerning more flexible working-time arrangements and the role of government in this area. This report focuses mainly on three areas of economic activity: health care, retail trade and the metal industry.
