Mass privatisation -- the rapid large-scale transfer of state-owned assets to the private sector -- has emerged as the principle method for addressing the systemic issues of privatisation in transition economies. Several countries have opted for programmes to distribute state property to the population at large and, in many cases, the results have been impressive.
